アメリカとロシアの協力によってカザフスタンの独裁者ラデクがついに逮捕された。命令を下した合衆国大統領マーシャルは、モスクワでの会見でテロには決して屈しないことを宣言し大統領専用機（エアフォース・ワン）で帰途についた。だが、その機内にはロシアのTVクルーを装っていた6人のテロリストが潜入していた。テロリストのリーダー、コルシュノフは乗客乗員を人質に取り、アメリカ政府にラデク釈放を要求する。
